Torah is the common heritage of the Jewish people, all of Jewry stood united to receive the Torah (see Rashi Shemoth 19:2). The Shabbat between Rosh Hashanah and Yom Kippur is called Shabbat Shuva or Shabbat Teshuvah, the Sabbath of Return or alternatively Repentance. The widespread custom is for the Rav to address his congregation this Shabbat (See Mateh Efriam 602:41, Rav Schulchan Aruch, Orach Chaim 429:4) Further it is interesting that the content of this speech has changed over time. The Torah commands one to include guardrails around the roof of the house one builds (Devarim 22:5). Biblically, one when building a residence needs to build a wall, barrier around the roof that is at least 40 inches high and be substantial enough to lean on. As the Scripture itself describes the rooftop barrier as an exhortation “. . .
