The question is: How can Abraham blame the people of Gerar for not fearing Hashem? It’s not one of the 7 laws of Noah!?! Why were they punished?!?

Rashi (14;14) states that the word "chinuch" (commonly translated as "education") stems from the word "chanichav" and means "the beginning of the entry of a person or an implement into a craft in which he/it is destined to stay."

In this week's parsha Hashem commands Avraham to leave his homeland and go to a place that he would be shown (12;1). According to most commentators, this was the first of 10 tests for Avraham Avinu in which he showed complete faith in Hashem (see: Pirkei Avos, 5;3).
