Is it possible that the Kabbalah on the part of Queen Victoria and Prince Albert that they would mal all their heirs, chal as a kabbalah l'doros whereby they are chayav to perform bris milah? What affect does the Biur Halachah on Daled Shin have on this?

Yes, it is that one, and then he goes on a tangent that the akum CAN be mekabel Mitzvos.
